Burt Horowitz was a traveling encyclopeda salesman who had the misfortune ,or fortune depending on how you look at it, to be visiting the town of Middletown. Burt had enough of his job. He tore the encyclopedias apart and was quitting. It just so happened that he was visiting Middletown on the day when the Leader had planned on blowing up a gamma bomb within the city. Burt Horowitz was transformed into Omnibus and worked as an assistant to the Leader. When the Leader was killed in a fight with the Hulk, Omnibus took over command of Freehold... until he set his sights a little higher.

Cutting Edge #1- Omnibus, as Lieutenant Dallas, stands next to his mind controlled Matt Talbot as Talbot brings in the Ringmaster. Talbot tells Ringmaster that they want him to help them discover the Hulk’s limits and what causes his “power up”. Ringmaster declines and tries to leave. Lt. Dallas closes the door to stop him from going. Talbot says they need him on this. They want Ringmaster to use his new technology to create images from thoughts. Ringmaster says that his technology isn’t ready. Talbot says that Research and Development can assist in that. Ringmaster says he still isn’t sure, but then Talbot shows Ringmaster that there are still scores of robbery cases against him. Ringmaster does what he is told. Ringmaster leaves and Talbot says that he wishes he could simply kill the Hulk. Omnibus says that as long as he has a need for Talbot that he won’t be getting himself killed or arrested when there are other ways to control Hulk. Dallas stands behinds the techs putting the machine together instructing them. The machine works but it quickly spirals out of control. Omnibus freaks when Talbot’s subconscious shows Omnibus’ face on a slave master. Omnibus tries to assert control. Ringmaster sees Omnibus as he is for a second. Later Omnibus complains that he has searched this whole landscape for the projector, but that the landscape keeps shifting. Omnibus sees his worst fear, a giant spider with the face of the Leader. Hulk sees the cord and leaps onto the machine. The machine breaks just as Hulk freaks out and reverts to Savage Banner.
