The Origin of Goliath
Erik Josten was down on his luck. Still smarting from his loss to Luke Cage and now with the added insult of being used by Count Nefaria Erik was really down. His powers were at their weakest and so he made an appointment with a special kind of doctor: Dr. Karl Malus. Dr. Malus studied Josten's body and figured out what Zemo's procedure did to him.
Malus told Josten that he could give him back his powers, but that in addition Malus had another surprise for him.

Malus explained that he had access to Pym Particles that would give him the power to change size (if they had known the truth of the nature of ionic energy they could have saved themselves the troouble).

Malus gave Erik Josten the Pym Particles and then gave him back his ionic energy.
Malus' treatment
for Erik Josten must have been 
more equipped
for Erik Josten's body because after this transformation Erik
experienced for the first time the energy eyes that Simon
Williams got when Zemo exposed him to the ionic machine that was
designed for him. Malus then told Erik to try and grow, but
Josten was having a hard time with it. Finally he managed to get
through and grow to an enourmous sixty feet. Malus then dubbed
him Goliath. Josten liked the idea of stealing a hero's name as
payback for the hero who stole his original name.
